JOSHUA ASKEY

Age: 47

Immediate family: My wife and I have three boys — Cade (18), Quinn (17) and Kye (12). Cade is serving a mission for the Church of Jesus Christ of Latter-day Saints in the Philippines Cebu East mission. Quinn is a Senior at Basha High School and plays on Basha’s Varsity Soccer team, as well as a local club soccer team. Kye is in the seventh grade CATS program at Santan Junior High and is very active in sports.

How long have you lived in the CUSD? I have lived in Chandler since I relocated to Arizona from Ohio 22 years ago.

Educational background: Bachelor’s of Science degrees in both accounting and business administration.

What district do/did your children attend elementary, middle and high school and were they public schools? Cade graduated in 2018 from Basha High School and attended Santan Junior High and Jane D Hull Elementary. Quinn is a senior at Basha High and attended Santan Junior High and Jane D Hull Elementary. Kye is in seventh grade and in the Santan Junior High CATS program; he has attended both Santan elementary CATS and Jane D Hull Elementary.

Occupation: I am the controller for CoAction Group, a locally owned and operated real estate developer.

Community involvement: I am a current member of the City of Chandler Museum Advisory Board, having begun my service in April 2013. I previously volunteered with the Arizona Dream Builder Foundation (2009-2010) and Chandler’s Helping Hands Caring Hearts school project for 10 years. I have volunteered coaching soccer at both the recreational and club level for eight years.

CUSD involvement: Attending board meetings

Why are you running for school board? I want to serve on the CUSD governing board so that I may help continue the excellent legacy and trajectory of the Chandler Unified School District.

How should a board member carry out their duties? A board member should have a strong understanding of the purpose of the Board. It is important to understand how the US Constitution, Arizona Constitution and Arizona Revised Statutes affect the District. It is important as well to reach out to existing board members, administrative staff, teachers and parents in order to address the community’s educational needs and concerns.

How do you define a school board member’s role? The role of the governing board member is to carry out the legislative, executive and appraisal functions by reviewing and amending district policy, administrating it and then assessing the successful implementation of those policies.

What is the district’s most compelling need that is not being addressed by the board right now? The district’s most compelling need is its long-term strategy in addressing the build-out of its district boundaries, as well as how the demographic changes will affect the load of current and projected capital projects.

How would you propose addressing that need? It is important to understand the strategic development plans and projections of Chandler, Gilbert and Queen Creek, as well as demographic projections. This will foster a collaborative relationship amongst cities, nonprofits and various school entities.

How would you rate the superintendent’s job performance? Excellent.

Why? The greatest strength of the CUSD governing board has been the continuity of both the board and Superintendent Casteel, which has enabled a synergistic output of excellent education standards. Additionally, Superintendent Casteel has a knack for attracting and retaining skilled employees.

What three personal skills/attributes would you bring to the board? I am a controller for a local real estate development company and have worked in the accounting profession since 1996 — my experience in this field will be a great benefit in understanding the complex financial aspects of CUSD budget demands.

I have a bachelor’s of science degree in both accounting and business administration, and I am extremely detail oriented and analytical.

I believe in the power of community service — I believe in giving back in any way I can, and I am confident my skills and experiences, coupled with my desire to serve others, will be an asset to the CUSD governing board.

What, if anything, should the board do to improve school security? With the hiring of a full time director of security, safety and discipline (Tanya Smith), this shows that school security has become a top priority for the district.

What is the district’s most significant achievement in the last two years?

The district’s most significant achievement in the last two years has been the implementation of strategic goals via the Journey 2025 Ten Year Plan.

Why should people vote for you? I am committed to directing dollars to the classroom, and I will be an excellent steward of the taxpayer’s money. I will be an advocate of the students in curriculum and instruction to provide the highest possible educational opportunities for all. I look forward to serving as the parent representative to the District.

JIM ROBINSON

Age: 46

Immediate Family: Wife, Lora; 3 teenage daughters

How long have you lived in CUSD? 17 years

Educational background: Bachelor’s in Spanish from Hamilton College in NY; Master’s in Business Administration from WP Carey School of Business at Arizona State University.

What district do your children attend? My children have attended CUSD schools since kindergarten and are now currently at Payne Junior High and Basha High School.

Occupation: Small Business Owner (Real-estate investor); former Intel executive.

Community involvement: Periodic volunteer work

CUSD involvement: None, though my wife has been a tireless volunteer for our children’s schools, classrooms and athletic boosters for many years.

Why are you running: I strongly support public education, and I have a vested interest in the quality of education we are providing to our students. I want to more deeply address some of the current societal issues impacting our children and schools, including the overuse of technology, increase in school violence and emotional health of our students, and ongoing funding concerns.

How should a board member carry out his/her duties? I will carry out my duties with the same level of commitment, integrity, respect and responsibility that I do at work and that I expect from my employees, friends and children. All board members should encourage and accept the diversity of inputs from educators, parents and the broader community.

How do you define a board member’s role? A board member’s role is to set a clear vision for his/her district, coupled with policies and measurable goals to ensure that vision is being realized. Additionally, board members are responsible for setting and implementing the annual budget aligned to this vision. Finally, board members are chartered to hire and evaluate the superintendent on an ongoing basis.

What is the district’s most compelling need that is not being addressed by the board? A more concerted effort should be made with law enforcement, counselors and parents to proactively identify and engage students who may be struggling. The overuse of technology/social media among our students during the school day must be addressed. It is drastically affecting their ability to form substantive connections with others and to communicate professionally and effectively.

How would you propose addressing that need? I would propose evaluating whether students’ social media can/should be tracked and flagged. Students who have previously been suspended or expelled should be closely monitored. I would evaluate whether the district should have a uniform policy on cellphone use in our schools and whether text-free zones should be implemented on campus during lunch and in all classes during instructional time.

How would you rate the superintendent’s job performance? Excellent.

Why? Dr. Casteel and her team run an A+ district as evidenced by test scores and accolades, both nationally and in Arizona.  CUSD is one of the fastest growing districts in the state, yet we still remain at the forefront of most educational topics, including school choice (by opening and repurposing campuses for alternative and advanced learning styles) and preparing students for the workplace with its Journey 2025 Strategic Plan.

What 3 skills/attributes would you bring to the board? • Business acumen. I believe the school board should be run like a business, and I have experience as an Intel executive and small-business owner.

• Collaboration. I bring a generative, collaborative approach to challenging issues, always seeking to find common ground and a win-win.

• Parent of CUSD students. With three children currently enrolled in CUSD, I’ll bring valuable insights and perspective to the board.

What, if anything, should the board do to improve school security? The board should consider organizing a very efficient Task Force/Safety Committee (comprised of law enforcement, educators, students, mental health professionals and the broader CUSD community) chartered to conduct an assessment of best-practices nationally and compare that with CUSD’s current approach to school security.

The output will be a set of clear recommendations designed to address any critical gaps. If elected, I would look forward to leading this initiative.

What is the district’s most significant achievement in the last two years? CUSD meets or exceeds its goals set out by Journey 2025, specifically for successfully retaining students who might otherwise attend nearby charter schools and for responsibly managing the budget while appropriating dollars to the classroom, as compared to other districts in the state.

Why should people vote for you? As a parent of three teenagers who have been enrolled in CUSD since kindergarten, I have had direct exposure to our wonderful schools, teachers and administrators on a daily basis. I believe my perspective as a parent of current students in CUSD, combined with my business acumen, will be invaluable in building upon CUSD’s successes.

NOEMY ESPARZA-ISAACSON

Age: 47

Immediate family: My husband of 16 years and I are the proud parents of four wonderful human beings, all of whom are or have been successful CUSD students.

How long have you lived in the Chandler Unified School District? I have lived in the Chandler Unified School District for 20 years.

Educational background: I received my Bachelor’s of Business Administration with an emphasis on Management Information Systems and a minor in music from New Mexico State University. Currently, I am studying at ASU.

What district do/did your children attend elementary, middle and high school and were they public schools? My children attended or currently attend public elementary and junior high schools within CUSD.

Occupation: Currently, I am an art and ceramics instructor, professional recording & intermedia artist and mother of four. Periodically, I work as an IT professional and Spanish instructor.

Community/CUSD involvement: My community involvement activities include serving as parent volunteer at ACP Erie, parent volunteer at Knox Gifted Academy, Art Masterpiece board member and instructor at Knox Gifted Academy and 2017-2018 Parent Advisory Council member.

Why are you running for school board? There were many deciding factors that helped define my path to school governing board member candidacy. My passion for education, my commitment to the arts and the concept of a STEAM based education, the honor of parenting four CUSD children, my volunteer efforts in Arizona and a deep commitment to our community families and their educational goals are just a few.

As a member of the Parent Advisory Council, I felt a calling to pursue a higher level of involvement. In addition, my background as a parent, community leader, educator and three decades of experience in Information Technology and the Arts makes me the ideal candidate for this position. My first and foremost reason however, is my desire to give back to my community and be the voice for all CUSD families.

How should a board member carry out their duties? A board member’s responsibility is not to be taken lightly. Each board member carries out their duties by meeting on a consistent basis to discuss policies and district projects. Each member must become familiar with each proposed policy, as it is their duty to echo the needs and be the voice of the community.

CUSD families place their trust in the board member and elect them to be their representative when they are not present. They trust that the board members will fulfill their duties with integrity, objectivity, transparency and above all respect. If elected, I will bring a positive and collaborative approach to the board. I will work diligently to realize the educational vision to which CUSD families aspire.

How do you define a school board member’s role? A school board’s main responsibility is to ensure that every child within its district obtains the absolute best education. The board also ensures that all students’ and teachers’ classroom needs are met. In my opinion, however, the most important role of a board member is to be a committed advocate for all district students.

The board ultimately sets the tone for their community, becomes a sounding board for all CUSD families and fulfills logistical duties such as oversight of the superintendent, approving budgets, periodic self-assessments, personnel approvals and setting salaries, to name a few.

What is the district’s most compelling need that is not being addressed by the board right now? The district’s most compelling need, to me, is somewhat abstract and intangible: students’ emotional and physical security. In a world of lockdowns, school violence, bullying, social media abuses and increased rates of suicide, the concept of feeling safe and protected, the way parents like me felt as children, is a thing of the past. These external threats adversely impact a student’s daily life.

How would you propose addressing that need? This is not an easy issue to resolve in our world. There may not be an immediate solution. However, I do believe that we can educate our kids, provide them with emotional support, prepare them for high-risk situations and provide outlets for their anxiety and concerns.

Students must have an avenue for open communication with trained counselors. A very effective way of helping our kids release some of this anxiety is through the arts. One of my champion issues is the reintegration of the arts into our schools. It will not only provide an emotional outlet, but it will also prepare our students for cutting edge careers and innovative careers. Art stimulates thinking and creativity, fosters communication and leadership skills and builds self-confidence.

How would you rate the superintendent’s job performance: Good.

Why? Under Dr. Casteel, Chandler Unified School District has been recognized as the top school district in Arizona. Dr. Casteel has shepherded CUSD through a period of unprecedented growth and has worked as an educator, administrator, principal and superintendent for a combined 48-year period.

She has also garnered great recognition from the education community at large. However, there is always room for improvement in teacher salaries and art education.

What three personal skills/attributes would you bring to the board? Innovation, integrity, collaboration

What, if anything, should the board do to improve school security? I believe each school should adopt a sign-in procedure to access their school campus. An effective method is to provide the parents with a “code”, card or unique id number that would identify them as an adult that has permission to pick up a child.

The method chosen would be at the discretion of the school. I know many schools do this already. Many schools have also installed security cameras and monitor school campus activity during school hours. I believe this is also an effective and preventative security strategy. I am in favor of increased security measures i.e. security guards, increased vigilance, etc. on school campuses.

What is the district’s most significant achievement in the last two years? When compared to other school districts in Arizona, CUSD is the most efficient district with respect to percentage of funds spent in the classroom. CUSD also boasts the second highest graduation rate (93 percent) in the state.

Why should people vote for you? CUSD families must see their education core values reflected in their school board members. My innovative strategies, fresh perspective, collaborative work ethic, positive attitude and common-sense approach to issues makes me not only the ideal candidate but a great addition to the current board.

As an Information technology professional, professional recording artist, visual artist and arts educator, I possess not only breadth of knowledge but also depth of knowledge in several disciplines. My personal experiences, my passion for education and my commitment to teachers and students has fueled my desire to become a candidate for this governing board.

My board membership would also add to the diversity of the board. We live in a state in which 20 percent of students come from homes where parents are not fluent in English. LARA BRUNER

Age: 48

Immediate family: Married for 24 years, three children

How long have you lived in CUSD district? Nine years.

Educational background: I was awarded a full scholarship to Rutgers University, earning a BA in Special Education and Psychology with college honors. My MA is from ASU (4.0 GPA), and I have 70 credits beyond my Master’s for a Gifted Education Endorsement, Structured English Immersion Endorsement, and Career and Technical Education Certificate.

What district do/did your children attend elementary, middle and high school and were they public schools? My children attended Haley Elementary and Santan Junior High. My youngest is currently at Perry High School. My children have always attended public schools, including the preschool programs at the public high school.

Occupation: teacher

Community involvement:

My primary service to the community is, of course, as a teacher to my students. In addition, I have served and/or am currently serving on, multiple committees including: certified evaluation, teacher incentive plan, administrator hiring, community relations, business advisory, budget, and interest-based decision-making committees. I am part of a team that increases mental health, wellness and substance use awareness at my campus. I am the sponsor of the Psychology Club and Boys’ Lacrosse Club.

State-wide, I am the founder and director of The Arizona Teaching of Psychology (ATOP) Conference, which is offered at no cost to teachers due to my volunteer hours, donations by colleges and grants that I have acquired for national keynote speakers. Additionally, I serve on the Special Education Advisory Panel and on the Accommodations Task Force for the state of Arizona.

CUSD involvement: I have worked with a wonderful Hamilton High teacher, Scott Reed, to create a professional learning community between CUSD and TUHSD, which has expanded statewide. As the Live Love organization develops their new program at Willis Junior High, I plan to tutor students on Saturday mornings and share some of my moves on the basketball court.

Why are you running for school board? I have dedicated my entire adult life to teaching children. My experience in the classroom and as a teacher, leader in professional development and district-level committee work give me a unique perspective that no other candidate possesses. I want to bring that real-world experience, as well as a parent perspective, into the decisions that are made at the district.

How should a board member carry out their duties? A board member must demonstrate depth of understanding of the issues at hand by communicating with parents, citizens, educators and students. What is best for students, as determined by evidence-based research and all stakeholders’ feedback, should be at the core of what we do.

How do you define a school board member’s role? A school board member is part of a team, and should seek to understand all perspectives before making decisions. Those that serve must be above reproach when it comes to open meeting laws and oversight of finances, utilizing resources provided by ASBA and other professional support systems as needed.

What is the district’s most compelling need that is not being addressed by the board right now? In the next five years, CUSD’s enrollment is predicted to peak. This, in concert with a shift of enrollment to the southern section of the district, puts stress on the entire system. Lower ADM means decreased economy of scale and less resources for students.

How would you propose addressing that need? By exploring programs from across the nation, surveying families, communicating with businesses and listening to educators, we can find creative solutions together. Magnet programs that draw outside enrollment, repurposing of buildings for the district and/or community and opportunities for teachers to create inventive, effective curriculum all work to prevent and even reverse declining enrollment.

How would you rate the superintendent’s job performance: Good.

Why? Looking at her public record and listening to community and staff feedback, I do not doubt Dr. Casteel’s dedication to CUSD. I would like to see greater effort in gaining (and valuing) input from staff, both quantitatively and qualitatively, as retention and work climate for educators directly impacts learning conditions for students.

What three personal skills/attributes would you bring to the board? I believe many skills I have developed in and out of the classroom over the last three decades could be valuable to the school board. These include the drive to reach every student no matter what, my desire to continually learn and grow as an education professional and my in-depth understanding of school finance, policy and law.

What, if anything, should the board do to improve school security? Security systems and procedures must constantly evolve with new challenges from outside and within. An overall culture of proactive problem solving, high behavioral expectations/follow-through and social supports for students as well as up-to-date camera systems, resource officers at the higher grades, maintenance of physical barriers and training for security personnel make for safe schools.

What is the district’s most significant achievement in the last two years? The Journey 2025 10-year plan is probably the most significant achievement district-wide. Journey 2025’s metrics, as lead by Dr. Strom and the Office of Research & Assessment, provide measurable objectives on achievement, equity and efficiency that are tied to an incentive plan for all employees. The breadth and depth of this plan far surpasses that of most school districts.

Why should people vote for you? As a life-long educator, I know what the demands and needs are in the classroom. Those who have served with me have identified my integrity, creative problem-solving, passion and communication skills as strengths. With decades of service on education committees, I understand the nuances of school finance, policy-making, evaluation instruments and Arizona Revised Statutes. I, Lara Bruner, am the most qualified candidate for Chandler Unified School Board.

LINDSAY LOVE

Age: 33

Immediate family: My parents, Rodney and Marcia, and three siblings (Chris, Brandi and Nick)

How long have you lived in the Chandler Unified School district? Since 1999

Educational background: BA English Literature from Arizona State University/Master’s in Social Work from University of southern California.

What district do/did your children attend elementary, middle and high school and were they public schools? I do not have any children of my own, but my nieces attend public schools within the CUSD District (Elementary and high schools).

Occupation: Licensed clinical social worker

Community involvement: I have been a community social worker for a number of years within Maricopa County, going in and out of schools at times to work with children, families and faculty. I have volunteered at domestic violence shelters and worked for the community behavioral health system for about six years, providing services to an AHCCCS population. I have also been involved with Emerge Arizona for candidate training, and I have canvasses for political campaigns and initiatives around the valley.

Why are you running for school board? As a young black woman living in Chandler, I feel that I can offer a unique and fresh perspectives that will enable the board to think more broadly about how they are going to make good on their promise to offer a quality education to all of the students they serve.

With incidents of racism and the increased push out rate among black and brown students, it is far past time for the board to step in and put forth a sustainable plan to intervene. I believe this plan starts at the top with making the voices on our board more diverse and representative of the community.

How should a board member carry out their duties? I think board members need to lend an empathetic ear to the community and try to build common ground where necessary. The board still needs to operate within the guidelines of policy, mission and vision and within the scope of their role — realistically, they cannot make everyone happy, and they have tough decisions to make.

However, the board needs to operate within the best interest of every student it serves. Every student should have the opportunity to be successful. The board should be the model of the core values: Excellence, collaboration, equity, integrity and efficiency.

How do you define a school board member’s role? School board members should be working collaboratively with their communities to improve success and achievement for all students within the public school system. They are policy drivers and must ask difficult and challenging questions to determine if a policy is operating within the scope of the vision and mission and, most importantly, within the best interest of the child and community at large.

What is the district’s most compelling need that is not being addressed by the board? Though the board is taking steps to address this, our efforts towards diversity and inclusion need to be addressed more strongly. Especially as we are starting to see clear achievement gaps within our district.

While there have been improvements in our AzMERIT Test scores, a third of CUSD students failed the AzMERIT Test. Of those who took the English part of the exam, there was a 39 percent pass rate for Latinx students and a 38 percent for African-American students, comparable to the 75 percent pass rate for Asian students and 64 percent pass rate for white students.

While CUSD has just scratched the surface of understanding the achievement gaps with the inclusion of Dr. Sallu, their director of equity and inclusion, and coming up with measurable ways to address each student’s experience in the classroom, CUSD has a long way to go in achieving its mission to make sure all students are being served and have an opportunity towards quality education and achieving graduation.

How would you propose addressing that need? While I support the addition of the diversity and inclusion director, I am also invested in hiring more diverse teachers and administrators so that students can have that representation within the educational setting so that those staff can push back on some of the issues we are currently seeing with regarding to the push out of black and brown students and so that students feel safe coming to those staff as leaders and advocates.

I am also invested in trauma-informed approaches and interventions in the educational system, and I feel that this will be led by counselors and social workers who partner with educators and staff to help them better conceptualize student behavior and interactions. We need to keep students in school so they can learn and move closer to the goal of graduation.

How would you rate the superintendent’s job performance: Good.

Why? Being a Superintendent is a hard job, and you are not going to please everyone. While I feel there is always room for improvement, I feel that the district has successes that are attributed to Camille’s work with the district.

What three personal skills/attributes would you bring to the board? Empathy, problem solving and trauma-informed approaches.

What, if anything, should the board do to improve school security? I think this is going to involve working with the community to assess the needs and putting in a plan that is realistic and attainable. We have to recognize that some parents may feel SROs give them peace of mind, while other parents may feel SROs are a direct threat to their child’s safety. I am a firm believer in community approaches that involve strengthening our access to mental healthcare, as emotional safety is just as important as physical safety. I also believe in trauma-informed approaches that help make school feel safe for all children. I also believe that education that challenges the rigidity of gender role conformity and consent may also be needed to build safety. The hazing scandal at Hamilton High School and the teen suicide rate in the East Valley has taught we need to be talking about safety in different ways.

What is the district’s most significant achievement in the last two years? The expansion of our schools so that we can serve more students as our community grows. We are becoming a more diverse community, and I think that we have been able to expand and open our doors to so many students, making us a more welcoming environment. Our district is very lucky that we can grow, and we can adapt as our community changes.

Why should people vote for you? I think people should vote for me because I am a Licensed Clinical Social worker who has a unique and fresh perspective when it comes to problem solving and understanding barriers and obstacles so that I can strategically help overcome them. I have been a student in this district, so I can talk about its strengths and its weaknesses in ways that others may not be able. I am also passionate about making sure all students have opportunities towards success no matter their background.

To continue the work begun in the district Journey 2025 Strategic Plan to become the best school district in America

How should a board member carry out their duties?
A board member does not have individual power, his or her only official power is casting a vote at a school board meeting. At other times board members should work together with the other board members and superintendent to set the board agenda, district goals and board policy and provide accountability for district progress and adherence to policy. School board members should recognize that they have no direct responsibility for district operations and that operations are the responsibility of the superintendent whom they supervise.
The board member should work with the other board members to provide clear and productive feedback to the superintendent for supervision and performance appraisals.
Board members should also act as an advocate for parents and community members, not by directly intervening, but by helping them to meet with the right administrators who are responsible to resolve their issues.
No one is expert in all areas and an effective board member listens to the experts, develops an informed opinion and acts within the policies and laws to advocate for their opinion.

How do you define a school board member’s role?
A board member helps set policy, budget and district goals along with the 4 other board members and the superintendent and helps ensure the policies and goals are faithfully met.
A board member, along with the other 4 board members, supervises the superintendent.
A board member is a strong advocate for students, parents, staff and the community to provide the best education system possible to enable all students to reach their full potential.

What is the district’s most compelling need that is not being addressed by the board right now?
In the past few years the increasingly divisive cultural climate has made it more difficult for schools with respect to student discipline and behavior as well as parent and community member trust in institutions. These challenges take much time and effort to resolve and take resources away from the core responsibilities of educating students.

How would you propose addressing that need?
First, begin a discussion at the board level to understand the cultural dynamics and then try to identify positive actions the district can take to better proactively address these challenges.

How would you rate the superintendent’s job performance:
I would rate the superintendent’s performance as Excellent.

Why?
The district results in nearly all measures of student achievement and fiscal management are among the best in the state and the nation. She has developed a strong positive district culture of success and continuous improvement. She has led the district to many state and national awards and recognition and has personally been recognized at the highest levels by her peers, the Arizona education community and throughout the United States.

What three personal skills/attributes would you bring to the board?

What, if anything, should the board do to improve school security?
The district is currently in the process of reconfiguring older school entrances to provide more campus access control. During the past several years bond money was used to install fencing around all the school campuses. Chandler Police Department School Resource Officers are currently stationed at many of the schools. Schools regularly participate in practice lock downs. Finally, the schools and district policies are regularly assessed to improve security.

What is the district’s most significant achievement in the last two years?
There have been many compelling and significant individual district achievements and it is difficult to single out just one. I believe however the strong, continuous improvement in nearly all areas of the district’s Journey 2025 plan is the overall most significant accomplishment. It takes strong leadership, focus and the dedication of the entire staff at CUSD to accomplish the specific goals defined in Journey 2025. There are few organizations in any field that accept the challenge to be world class. CUSD is unique in its pursuit of world class excellence.

Why should people vote for you?
I hope people will vote to allow me to continue to strongly advocate for CUSD excellence. I don’t carry any agenda other than to work to ensure all students reach their full potential at CUSD. I understand that real success comes through collaboration, respect and hard work. I hope I am given the opportunity to continue that work on the CUSD board.
