Police have arrested a man in connection with the slaying of a Chandler woman who initially was reported missing in October.

Timothy Sullivan, 61, was arrested in Tempe a few days after Chandler Police identified him as a person of interest in the slaying of Amy “Ruby” Leagans.

Leagans’ family reported her missing Oct. 27 after they had not heard from her in a week. Police Department found her remains Nov. 17 near a river bottom at 3100 South Central Avenue.

Chandler Police said when they arrested Sullivan around Mill Avenue and Baseline Road, they discovered he had tried to change his appearance by shaving his head.

Chandler Police said the homicide occurred at 1320 N. McQueen Road but provided no additional details. The affidavit of probable cause for Sullivan’s arrest was sealed under court order.

However, one report based on the affidavit before it was sealed said Sullivan strangled the victim because he “lost it,” buried her first in Scottsdale, then exhumed the body and dismembered it.

Police records show Sullivan has convictions for domestic violence, DUI, assault and other charges.

He was booked into the county jail on a second-degree murder charge.
